I am working in a power corporation run by state govt. The deptt refuses to provide any reference/experience letter. In this case, will joining letter, salary slips and bank statement(for salary a/c) be sufficient ?

Thanks @mr.preetsingh . I'm a govt. employee - so as you said I need to get NOC(No Objection Certificate). Is it mandatory as I am told that by someone in deptt. that deptt. does not give NOC in such case as I will have to resign in case I get PR.Just to add, if you are a govt. employee, you have to get NOC from your department. Without which, IRCC will never accept your application.
If not, then as answered by someone else, you are good to go.

In my passport, my whole name i.e. " Shubhdeep Singh" is in Given Name(s) column and Surname column is blank as I don't have any. While making EE account last name is marked as "required". CIC instructs as follows :-
Your surname is your family name. It is also called your “last name.” When filling out applications, type your surname as it appears on your passport, travel or identity document.
Do not use initials.
If you do not have a family name on your passport, travel or identity document, enter all your given name(s) in the surname field and leave the given name field blank. Do not enter “Not applicable,” “*” or “NA.”
Now while taking IELTS I entered my whole name in first name and entered "-" in family name, and hence, in my TRF my name is in first name column and in family name column it shows "-".
Now, what should I do? Will it be ok if give my whole name in last name column while making EE account as per CIC instructions even though my TRF shows my name in first name column and "-" in family name column.
Please advise. I'm in great dilemma.

Reference letter is still mandatory but that doesn't solve the purpose of NOC.

The only alternative option is to mention in the LOE in detail about why you are not able to produce it. And your intentions about resigning post getting PR. Hope Visa officer agrees to this.
And by the way, you are working in a Govt. Department of India, you are a liability to Indian Government. This is the biggest reason of getting NOC. I hope you know, even an NOC is required while filling Passport application.

Suppose I'm working in a private company , Do I need NOC in that case too, bcz I haven't seen any mention of No Objection Certificate on CIC official website. I'm asking this because I think my organisation is just a company like other companies but with state govt. having share in it. Its not a govt. deptt. like Income tax deptt, or municipal corporations or police deptt. that run directly under govt. Sorry for arguing but pls help as I have no idea about this No Objection certificate thing. Thanks again.

The best is:
1. Get NOC if you can, else
2. Get the reference letter and if your deptt. says, there is no need of NOC, then get that in writing as well
2.1 Then you can mention all these details in LOE.
I have a police officer case in which without NOC, visa officer is not providing VISA.
on other hand, I had a Central police deptt. case wherein nobody asked for NOC.
So it really depends on case to case however for govt. departments, you have to be ready.
Its up to you to accept the best options which i gave you from my experience.
