ECA is required for spouse if educational points are claimed. Cic website has the information: http://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=681&top=29

My husband to be (secondary applicant) and I (primary applicant) are applying. If I already receive ITA on my separate profile (my husband added later while I apply for PR), does his IELTs score/ECA matter?
His funds (gifted by parents/individual salary accounts) would be clubbed together with mine to show a combined POF for 2 family members? We don't need a joint account? Thank you in advance..

You dont need spouses ielts and education assesment if you dont want points for it. However, very often points may fall short (especially as points are less if you are married), and these extra points can become crucial to beating the minimum requirement. For example, we got it done and spouse was able to add 28 points to our application. Without that, we would be sitting at 416 and would not reach the minimum requirement.
As per funds, its best if its all in the primary applicants name, but if not, you will need some letters to attest spouses agreement for use of these funds towards settlement. Please get legal guidance on how best to do that.
