Notarization is not required for applications from Sri Lanka.

You can also sign/scan the invitation letter and email PDF to your mom

Hi Bryanna ...thanks for your reply again. I was thinking of notarizing the document as my mums visa was rejected back in 2013 when she applied .

Notarization won't help as it cannot be enforced nor is the invitation letter binding on you.

She must demonstrate strong ties to Sri Lanka. You may want to consider the suggestions that I had given in your other thread + post the list of documents/purpose and length of visit/proving her employment ties etc before she applies
