Yes that's strange enough, it as was around 11 am in India which is around 1:30 am in Toronto, when I received the report, I was up all night thinking I would be getting the report but that didn't happen, but suddenly got a mail about the report and I was surprised. This means that WES guys must be working in shifts for sure,
At what stage is your WES at?

I have a MS degree from US and BE from VTU (India). Not sure why it is taking them so long! Almost 2 months! Looks like @dream_canada007 had it better with similar timeline for doc submission

How did you know your documents are accepted. Did you get notification on your dashboard ?
Yes you will get email as well. Your status will change and you will be able to see due date of your report
14th March and still same with no update since 3/1/2018Document sents: 21st February
Documents delivered: 23rd February
I checked and it is like this now

It says Evaluation in Progress at the bottom, So I guess they have accepted the documents and now evaluating.
Is it 20 calendar days or business days?

I don’t think that will be any due date until your documents are accepted and under evaluation, that is what i understand, correct me if i am wrong
I didn't see the due date until my application status changed to "Documents under Evaluation", which is exactly 22 days after my packet was delivered to WES. The day it changes to Documents under Evaluation, WES will show the due date, which is 20 days from that day. So, for me it'll be almost 45 days from sending the materials, to get WES report (if I get it within the due date).
