I need to ask about usa visa refusal after receiving pr card...
While giving the interview for USA visitor visa, the VO grant me the visa and congratulated me but on receiving my passport there was a refusal letter with it.
Does this happened to anyone else? What does this means?

Sounds like you were originally approved by the VO giving the interview but then later they changed this decision for some reason and decided to refuse you. What did the refusal letter say?
 
What ties to Canada did you demonstrate? Did you very recently become a PR?

It's not unusual to be refused unfortunately.

Recommend you wait a number of months before reapplying so that you can develop stronger ties to Canada.

I got pr in last Dec
Got pr card in feb and within one week applied for usa visa
I hav been working here for one and a half years now
Visa officer granted at the time of interview but what happened afterwards?
I had never heard of this type refusal...
Refusal is on the spot and the VO decision is the final

You applied for a US visa 2 months after getting your PR...with a PR card that was just issued. I commonly hear of US visa denials these days for new PRs in Canada. They do perform some administrative processing after the interview, so it's possible they did retract on the earlier decision. It does happen.

I agree with scylla...if you want to reapply, wait for a few more months before you apply again. I think it will go in your favor if you wait a little while.
