As long as you and her are physically together in Egypt, you can get legally married there according to the marriage laws of Egypt. You will get an Egyptian marriage certificate to include in her PR app, and the date on that certificate will be the official date of your marriage for Canadian purposes.
You can mention that a ceremonial wedding was also done by parents and her in Libya, as well as the ceremony you already did in Egypt, although that would just be used as general proof of relationship/marraige not anything to do with having a legal marriage.
Since you are still a PR, you must be physically inside Canada when you submit the app to sponsor her. You must also continue residing in Canada during the processing except for short/temporary vacations. If you become a citizen during the process, you could then reside outside Canada during the application processing.
Due to your own asylum claim, I imagine it will be difficult if not impossible for her to get a TRV approved to come to Canada as a visitor during the process, though you can always try if you wanted.
okay if i only took pictures of me and her dressed normally and her dad and witness in egypt and the iman from the mosque to read the vows when i get legally married do you think that would be enough with pictures for this event, and then add what i did in december where i did my engagement party and had my sisters there .

i was thinking to say in a cover letter that we had a engagement and family reception but couldn't get legally married till there was wedding ceremony was done in libya as pre her father request, and after her family had a ceremony and she had her party, we got legally married in egypt, because i cant go to Libya.
