Can an IRCC bureaucrat choose to 'sit' on any particular file for months/years if s/he chooses to?

Sure, why not? If the concerned person doesn't challenge it, how would anyone know what is happening? Of course, good luck proving your file is being "sat on."

Majority parties generally don't call early elections unless they are pretty sure they will increase their mandate, but ask Theresa May how that turned out for her.

I heard few sask applicants got test invite. Mine is in process since December 9th.

You're correct. I just checked the global tracker and a few SK applicants got test invitations already. Probably my applications was slowed down by the FP request I got earlier this month.

Hello Saskatoon folks,
I gave my test today. Officers at the center were very nice and friendly. I got 20 out 20 in the test.
She told me that i would expect the oath ceremony letter through email.
To my luck I just received my oath ceremony letter by email.
