Not too sure if India will issue a tourist visa on the basis of your Canadian Certificate of Identity (COI). Most Schengen countries will not issue any visa (Germany could be an exception).
I found out that there's a workaround the 60 days restriction on re-entering India as a Afghanistan citizen. It could be possible to re-enter before the 60 days. That point, however, is secondary at this moment as you need a tourist visa first.

This is the first time I’m traveling India since 2011.
In 2011 I travelled from Afghanistan.
Then I moved Canada on 2014 since 2014 I have not travelled anywhere.
I have a friend every year she goes Germany 30-40 days.
Because with travel document Germany is visa free and you can stay 90 days but your flight from Canada should be straight no transit or stops.
- Certificate of Identity is for:
- Permanent Resident awaiting citizenship but Cannot obtain passport (for valid reason)
- Stateless person without protected person status
But I have the blue travel document which is for PR card holders and is valid 5 years and expires same time as your PR card expiry.
