That is the most recent update on the OINP website with regard to profile age. I think something else to back up the fact that recreating profiles helps is that most of the people that I know received NOIs on this forum, recreated their profile.

It is true that in 2017, re-creating profile made it easier for people to get NOI from Ontario. However, they have spent the last 3 weeks doing system maintenance, so who knows how their new system works now.
I would recommend re-creating profile only if you are not borderline, i.e., your score is too low to receive ITA any time soon. With the tie-breaking rules, if your score is at the CRS required for an ITA, you might still not receive ITA if your profile is newer than the tie-breaker time. Whether your score is borderline or not depends on how optimistic or pessimistic you are, as well as your timeline and risk tolerance. I personally would not recommend anyone 430+ to re-create profile, as 430+ is likely to result in direct ITA within a month or 2. I would recommend someone like me who was at 410 or lower and had no hope of improving to re-create profile. Anywhere in between, I would leave it up to the person to decide.
