I submitted my PCC in Feb 2017
until date there is no progress in my application (no MR yet)
since the validity of my PCC is until Feb 2018 only
does this mean that I have to submit another PCC?

Yes all. Two of my friends in Vietnam and at least 4 from Bangladesh As informed. They done MR from July to November.
