There is no other means of contact unfortunately other than phone-call. :-(

My application was received on October 20th signed by Mike.
I called and sent out CSE and kept receiving standard answers.

I am thinking of resubmitting, my original application was signed October 16th.
Can I resubmit with the same date or do I need to change the date ?

They started processing my application on Dec. 11th.

Since you already waited so much time, then Wait this week, at least, then follow-up with CIC..
