FBI - PCC - Was in USA for less than 6 months/each trip

Happy New Year 2018!

I have question about FBI PCC, my dependent lived in USA for less than 6 months/ each trip ( she was on visitors visa ) for past 3 years (2014,2015,2016). So combined stay of 1.2 years out of 3 years.

When we applied SOWP last year(late 2016) without FBI PCC and got SOWP ( Spouse Open Work permit) - we filled through lawyer from Toronto.

Does she need FBI PCC for PR application?

Yes, assuming she spent more than 6 months cumulative since the age of 18 then she would need it.
