If your brothers and sisters are dependents of your parents, YES, they should be included. BUT if they are adults (over 21 or married/in common law relationship), then they are/cannot be included in the family unit and cannot be sponsored with your parents.

So family unit is you + your spouse + your dependent children + your parents + your brothers and sisters who are dependents of your parents.
(count if each item is applicable to your situation)

No. Only dependent child of her parents can be included.
