Hi, if someone submits the "Upfront Medical", how long it will take to change the status from "If you need a medical exam, a message with instructions will be sent to you." to "Medical Passed"?

It depends on the VO and work load. Can take anywhere from 1 week to 3 months as i have seen and witnessed

-Did you write your VO via email or CSE and inform them of the medical exam you did? Generally when you do a medical exam the panel doctor sends the results to the appropriate CIC regional medical office. A cic medical officer will do an assessment on the results and input into GCMS for processing. Now if you did an upfront exam the results will remain in GCMS and will not be routed to any office as there is no medical exam case number attached to it. That is why you have to notify your VO of the exam by sending the proof of medical exam so they create your medical file number and attached your medical exam results to it. In some cases the VO will receive the proof from you but decide to do nothing at that time since they are busy and will prefer to update your file once they review your application .
other than your case the longest i have seen was 3 months, and that was because the applicant waited for over a month without letting the VO know as he thought ecas and gckey will update as doctor sends results to cic

-so if you have not written to your VO , do so . They should normally respond since its an update on your file.. , some visa officers don't like it when applicants anticipate their medical exam

as per this link http://www.immigration-quebec.gouv.qc.ca/publications/en/diverses/list-training.pdf in the quebec website on their training domains , Electronics and communication engineering degree is recognised and should give you 9 points. if they did not do that then you should write them and inform they did not evaluate your degree as they should. refer them to their website.
Also did you provide your degree in the format they requested? if not then that is the reason they did not consider it

Thank you for the information
i did not mentioned the degree according to their format. i have put it as 3 years of degree. and i think that it is the reason for them to not to consider my degree. so if i explain them that my 1st year was exempted because of diploma, will they consider it as 4 yrs degree??

if what you got finally is a Bachelors degree then yes . Maybe you sent just transcript for 3 years so they did not consider it a degree. send a certified copy of the degree itself, it should work

Bonjour Madam/Sir,
I would like to explain you that I might have submitted my bachelors information in a wrong format. I did diploma in electronics and communication engineering that is why they exempted my 1st of bachelors, and i got admission directly in 2nd year of bachelors in electronics and communication engineering.
my degree has got 9 points As per the link http://www.immigration-quebec.gouv.qc.ca/publications/en/diverses/list-training.pdf
According to which i complete a score of 50 points
I get 9 points in area of training and 10 points in education.
I request you to consider my bachelors.
I shall be very thankful to you.

is it the write way??
