Hi my husband went to his interview in the DR and the Canadian visa office retain his passport two days later he received the invitation to pre-arrival services, but it's been two months and after that nothing has happen, we haven't ear from there, this is so frustrating and I will like know what the maximum amount of time for them to get back to us. Email them as it should have taken 2-3 weeks fo get his passport.....

I have seen embassies retaining passports for as long as 5 months. It is very unusual, but you're asking for the maximum, so...
If your medical exam and background check are all okay, it shouldn't take more than a couple of months, perhaps. But if your background check doesn't go in process, then it could take more time.
