So your question asks how many -- I only know of two countries that your partner has lived in: her country of origin, and Canada.
She will need to submit a PCC for every country she has lived in for more than 6 months, EXCLUDING Canada. If they explicitly ask for fingerprints, that will serve as a PCC for Canada. If they have not explicitly asked, then no fingerprints required.
Regarding Family: Anyone who is included in the application will have to submit PCC's. So, that would be dependents seeking PR's. Anyone not seeking PR's do not need to supply PCC's.

At this time, you need to provide a police certificate for:
1) The country where you currently live, if you have lived there for six months or more;
and
2) The country where you have spent most of your adult life since the age of 18.
So yes, she only has lived in Peru before she moved to Canada a year and a half ago. Since in the letter says any country you have lived more than 6 months including your current country, that is why i got confused.
Also, it says:
You must also provide this for every family member (whether accompanying you to Canada or
not) who is aged 18 or older.
i.e. spouse, common-law or dependants.. that me, common law... i have live in Canada most of my adult life so do i have to submit one?
