After reading all post in this thread, i am concluding that any one have less than LICO in 2015, 2016, 2017 is not eligible for 2018 form.
I came Canada in June 22 2015 and the Canadian income form June 22 till 31 Dec 2015 is less than the amount required for family size 3. Means i am not eligible for 2018 lottery .

Please correct me if i am wrong . or there is any other option as i stay only 6 month in 2015.

Please help me here.

As stated several times in this thread, no one knows if the 2018 income requirement will be 2014-2016 or 2015-2017. Regardless, as you don't meet 2015 LICO, you will not be able to apply either way.

You don't qualify for 2018.

If you have qualifying income for your family size in 2016, 2017 and 2018... then you can possibly apply to lottery in 2019 or 2020.
 
I have a question for the future. If my wife just receive the PR and dont have any income, can she sponsor her parents under my income?

Or it's only her income for 3 years?

Yes, if you are also a PR/Citizen, you can be a co-signer and use your income earned in Canada for past 3 years to help her qualify.

We sponsored for my husband's parents this year. Planning to enter name of my parents in lottery in 2018
R we still eligible to do that. And his parents will be counted in our family size for minimum income requirements. Please advise me on this .

Yes you can sponsor your own parents even if you're co-signer on husband's parents app. For past 3 years LICO, you'll need to include husband's parents in your total family size.

If IRCC decides to perform qualifications, can I get feedback from the contributors on the list of qualifications?

1. Relationship Qualification - that one is sponsoring own parents/grandparents and not others like brother's in-laws.
2. Residency Status - PR/Citizen to apply.
3. Income Qualification - Meet 2014, 2015, 2016 - Minimum Necessary Income
4. No Duplication of Lottery Entry Request

Once Qualified for lottery, the applicant must pass the -
1. Medical check
2. Background/Criminal check

Along with above, the condition also applies to Sponsor that he/she will take care of the parents/grandparents for a certain years.

No one can say yet on what qualifications the lottery will have.

Can someone educate me how and when the parents sponsorship for 2018 will open and do we have to visit the cia website every other day to check that application are being taken for 2018? Is there specific time frame when application are put forward for 2018 lottery.

Nobody knows. Need to wait until new rules are officially released on CIC website, which could be any day now.

Right, so you won't qualify to sponsor your own parents until you and your husband combined have 3 years meeting LICO for family size of 8.

So we have to make income for another three year we cannot count the last three years.
Is his parents will be counted in family size once they arrive in canada or once we applied.
