They are not halfway with Oct ones yet and it is 21st on the month already.

CIC website indicate that the entire process takes 12 months

My application was received today in Sydney, NS. The AOR will come whenever they see the application. My question: Does receiving the "AOR" mean that your application is complete and there are no errors?

Simple answer is NO , AOR does not guaranty for "Application content verification" , However it gives an initial assurance all relevant documents are with application

I always thought AOR means application is deemed complete and all questions have been filled (just checking that all questions are answered). Application won’t be returned. However, if they need anything after AOR cic will ask. I may be wrong though.
