Question about Visitor Visa/Express Entry

Hi,

I've been helping a friend with her application to a Temporary Resident Visa and ran into a bit of a question i can't decide on.

She's considering applying to the Express Entry Program/Skilled Worker program in the future. She wants to visit Toronto/Montreal before applying to see if it suits her (she'd actually want to go in winter to get a feeling for it as she's not experienced the snow yet).

She's from Vietnam, and i believe she has a solid application. She's been in her job for over 4 years. Has savings more than enough to cover her trip. Has a plan of the places she wants to go and a time frame. Letter from her employer The family she has is all in Vietnam. Owns property there. Has traveled quite a bit. Mostly in southeast Asia but has stamps from Australia that she didn't outstay.

What we have debated is if the idea she MAY apply for immigration eventually helps or hurts her application. I can see it both ways. It makes a lot of sense that someone considering immigrating on an express entry to skilled worker residency might want to visit to check it out first. And the governments official site mentions dual purpose applications and how they shoudln't affect the chances at getting a TRV. However, we've also questioned if mentioning that she's considering a future application (so not an actual dual purpose) might make an officer think she's less likely to go home after her vacation.

Any thoughts?

Yeah, just have her say she's going for tourism/sightseeing. If she's going to submit a daily itinerary, have her list the usual tourist spots.
