I expect a drop in scores, IF more than 300,000 immigrants are planned in 2018. See the 2017/2016 scores/number of people drawn to understand what I mean.
A number of ICT NOCs are required in New Brunswick, Saskatchewan, Ontario, also check Manitoba. Only Ontario passively picks applicants from the pool and sends them Notification of Interest to apply, so don't rely fully on waiting to get picked. Some people receive the NOI and before they collected all the documents, they closed the applications. It is very competitive and all your documents must be at hand, by let's say 1 Jan. I recommend actively checking the rest.
From a scores perspective, a diploma or masters would add to your points but will need 1-2 years to complete, which means 5-10 points lost due to age.
A quicker solution would be to study French heavily and try TEF. There are bonus points if you score well and may give more points than a diploma or masters:
Scored NCLC 7 or higher on all four French language skills and scored CLB 4 or lower in English (or didn’t take an English test) 15
Scored NCLC 7 or higher on all four French language skills and scored CLB 5 or higher on all four English skills 30
