I would say it depends on a number of things including the length of your overstay, how long ago this happened, to what extent you've established strong ties since returning to your home country, etc.Really?

So there's no avenue to have immigration consider the reasons behind the mistake leading to removal from Oz or supply positive evidence regarding the applicant's character and how they're very sorry for their mistake - especially seeing as they didnt receive the email informing them of the cancellation within the 28 day period of grace?

You will have to disclose the information at the time of your application. If the removal order was due to a criminal offense, then the chances of getting approval is zero. The reason was non attendance on student visa. Then the visa had been cancelled without the knowledge of the visa holder until it was too late to leave the country voluntarily without penalty. The person didnt receive the correspondence in enough time and claims to have checked his visa status online the previous month.
