Can a refugee invite his/her family to Canada?

My friend is a refugee in Canada and she wants to invite her family to Canada.
I am wondering that she can do it or not.

They will need TRVs to visit. If they don't already hold TRVs - it's highly unlikely the TRVs will be approved given her refugee status in Canada.

I am talking about invitation letter that she is a refugee here and I am wondering that she can send the invitation to her family or not.

Do you mean permanently or for a visit? Getting a TRV will be very challenging unless they have very strong ties to where they are currently living because they will be concerned that the rest of the family will arrive and ask for asylum as well.

Here is the thing, She is a refugee in Canada, and she wants to invite her sister to visit her in Canada. Is she qualified to send her sister an invitation or not.

It will always be challenging for asylum seekers to get TRVs for friends and family. She may have a chance if she has very strong ties to her country. You basically have to provide lots of information proving she will return home and then CIC will make their decision. Yes she can send invitation but that is a small part of the application.

You are unlikely to receive a visa to visit your husband because they will assume you will arrive and apply for asylum yourself.

The invitation letter is a small factor in the application. Mostly based on your ties to your home country and your finances.

Before I became Canadian Citizen, I sent an invitation letter to my sister to come to Canada to study English, but it was denied because of my refugee status. Now, it will be different because I am Canadian?
