you can apply for his visitor visa as you have strong reason to have him with you. there should not be a problem in getting a visitor Visa for your husband. He will be able to stay with you for 6 month and in the mean time his permanent application process will be done. He will not need to go back.

Yes I just spoke to my MP and he said for me to apply for his visitor visa but I should wait until I receive the AOR so we have the file number for the immigration.

I don't really understand what you're asking. That they believe the relationship is genuine, or decision made?

The only time you would see "relationship is genuine" is when you order your GCMS notes and the officer has made a note of that. Otherwise you just track status through ecas and mycic.
