I understand for evaluation of Master's degree, it is compulsory to submit documents of Bachelor's degree as well.

Nope it isn't- I got my Master's degree evaluation without providing the Bachelors undergraduate degree.

Its better to evaluate both masters and bachelors so it does not cause any issue post ITA checks.

then this might depend on which country you studied from. For India, WES website clearly states that bachelor degree/transcript is also required.
