These are the exact steps you need to take. Personal exp. from Infy.
1. Draft a letter as per the CIC requirement (Work hours, full-time, perm., monthly salary, job duties, etc..)
2. E-mail HR and ask to issue such letter if not in the format you provided then in their own format but request them to cover all the requirements as per CIC, copy your manager in CC who can confirm your job duties.
3. This email correspondence will continue for 5-10 days. In the end they will reply that that can't issue the letter as per their policy.
4. Keep this email trail handy.
5. Make necessary changes in the letter you drafted to be signed from a colleague who is your senior, has worked with you, or manager. With his company e-mail, address, personal phone number. And keep his business card.
6. Print the letter get it signed by your manager, senior. Get it notarized.
7. These are the alternative documents you can provide to CIC - The letter you notarized, your joining letter, your leaving letter, colleague's business card, your email correspondence with Infy, your last 3 months salary slips, your promotion letter(s) if any.
8. Add a letter of explanation why you have not provided the letter as required by CIC on company letterhead. What steps you have taken to obtain the same. What alternate documents you are providing to fulfill the requirements of CIC.
Note that even though you have left infy and they deny providing an experience letter due to their policy. They will send you your promotion letters if you ask. So if you don't have your promotion letters, ask them, they will provide the same.
Do the above steps in the specified order and you will get PR.
Alternatively you can file a complaint in RTI (Right to information) against Infy. So they will give you the letter in exact format. Remember policies are not laws and by law any information that can be presented to supreme court if asked, regarding your employment, can be provided to you as well. In above, while you contact Infy to provide you the letter, you can search and state the article (of constitution) which enables the right to obtain such information from employer and ask them politely if they can issue the letter. See if this works, otherwise the above steps in that particular order will do the job.
