I left Canada 5 years ago with unpaid tuition debt. Re-applying for Study Permit since old one expired 2 years ago. Can I get rejected because I have unpaid student debt?

I don't think it should affect as far as you've settled the debt then for the next study you might have to pay full fees to convinced them that you won't repeat the same thing and also show proof of funds to support you while you are there

i have an offer from University of Manitoba in June this year with an option of resuming in Fall (September) or Winter ( January Session).
but my problem is that the VISA is taking so long after my Biometric submission On July

We are in same boat. Submitted my application April 22nd and havent heard anything. Most of us are playing the waiting game...There is still hope
