Any nigerian or ghanaian student applying for study permit for fall 2017?

Brother, I’m about to apply for my Canadian student visa online.do you think it’s a good idea to submit it online or through the VAC especially for Ghanaians ?
I applied on May 06,2019 at the VAC in Accra,Ghana and I was denied the temporary residence permit on May 17,2019.
Thank you for your interest in visiting Canada. After careful review of your student permit visa application and supporting documentation, I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act (IRPA) and Immigration and Refugee Protection Regulations (IRPR). I am refusing your application on the following grounds:
I am not satisfied that you have sufficient funds, including income or assets, to carry out your stated purpose in coming to Canada or to maintain yourself while in Canada and to effect your departure.
I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on the purpose of your visit.
I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 216(1) of the IRPR, based on your personal assets and financial status.
You are welcome to reapply if you feel that you can respond to these concerns and can demonstrate that your situation meets the requirements. All new applications must be accompanied by a new processing fee.
If you have submitted your original passport to the Visa Application Centre (VAC) with your application, please note that it will be returned to you by the VAC within a few days.

Hello,
I don't think that information is accurate in Ghana. A friend just had her study permit application completed and visa granted in 5 weeks. And another has just been asked to do medicals in just 3 weeks of submitting application.
