In this case, they have to changed their processing time in their website from 5 to 8 weeks etc.

Exactly...they have written false info on CIC website.

Not false, however they are taking more time sometime. So, it is better to inform the applicant if his application processed beyond the normal processing time because waiting time is quite difficult.
