I have again and again emphasized that the MyCIC status updates do not signify anything. IP1, IP2 are all creation of some random people on the CV forum.
All applications go through the procedure as set in the Immigration and Refugee Protection Act (IRPA) and the regulations made. These stages are, R10 (completeness), Criminality, medical, Eligibility (A11.2), and BGC.
Further, all applications start at CIO, and then are transferred based on the work load and the program under which the application is filed. Which office your application is, has no significance on the processing. Applicants claiming or speculating that one office is faster then other, or if an application is sent to a specific office it means that the eligibility is passed, is nothing more than SPECULATION. The only accurate way of knowing what has happened to your application is GCMS. Alternatively, you can see the trends and make an estimate on your application.
I do not speculate, and neither do I encourage speculation based on anecdotal evidence. Many applicant get PPR, when they are in, what is popularly called IP1, and some remain stuck in IP2 for months.
