Grounds for refusal:

· Your proposed studies are not reasonable in light of one or more of: your qualifications, previous studies, missing marksheets, academic record, level of establishment, language abilities, or your future prospects and plans.

again its not a deadline its a recommendation
"We strongly recommend that you submit your application at least three months ahead of your proposed date of travel. Applications that are received after 01 April for May entry, after 01 August for September entry and after 01 December 3 for January entry will not normally be processed in time for the start of classes and may be refused."

They have written and said what they mean, which is your application will be rejected or not considered under Student Permit category. They will not say NO to you but the implication is clear. And I have read on the cic website as well where it said they will accept applications after 1st Aug every year but will treat them under normal category until and unless they have average or below number of applications. Anyhow you're opting for Express Entry under FSW why're you concerned about September intake for Study permits?

no ur wrong it means that u may have to deffer ur admission if they dont process in time. people have got visa applying after 1 august. They will not reject application after 1 August and they ask for a deferral letter from ur college for the next term

As such there is no deadline from cic, but a statement is written on documents' checklist (both spp and general) which is on cic website.
The statement is;
We strongly recommend that you submit your application at least three months
ahead of your proposed date of travel. Applications that are received after 01 April
for May entry, after 01 August for September entry and after 01 December for
January entry will not normally be processed in time for the start of classes and
may be refused.
Keep this in mind.
