Rejection -- missing FBI PCC

So here I am ... Just received an e-mail stating that my application was rejected due to missing FBI PCC. Here is the situation:

EE FSW-O
CRS 451;
Got ITA on May 4, 2017; Sent fingerprints immediately to FBI;

Deadline -- August 2, 2017. I was still missing the report. However, at this point my card had been charged and was waiting for the delivery. I decided to go ahead with elaborated explanation in LOE about the missing FBI PCC (included charged amount confirmation, postal service receipt). Within 3 days I got the report and submitted it via CSE/Webform.

After a couple of weeks (yesterday) I got a request to fill out the Travel History form. I sent it and today I got the rejection e-mail. Have spoken to an agent, and he highlighted my 3 options, of which only 2 seems suitable:

1) Send a request to reopen the case:
Case Processing Centre: Mississauga, Ontario

To find the contact information for the Case Processing Centre (CPC) in Mississauga, Ontario, we invite you to visit our website
In certain situations, you have the option to contact the CPC via the IRCC web form.

2) Create a new EE profile;

Please help me with the following questions:
1) How do I send a request to reopen my case?
2) I didn't pay RPRF fee. Will I get back my application fee (550 CAD)? If yes, how soon?
3) What would you do if you were in my shoes?

1 - Raise a CSE appealing the decision.
2 - Depends on whether your application was cancelled for being incomplete or whether it was rejected.
3 - I would raise a CSE and create a profile at the same time, others who challenged the officer's decision had their files reopened after a month or so. If your file isn't reopened you can submit another eAPR.

One thing which is not clear to me is- why did the CIC decline your application? Is it because of missing FBI report? There are many members who have sent their application with a LOE stating that it is pending. There were no issues

When did he apply for PCC? Before or after ITA? Also if after, how far after, a week, two weeks, a day, same day? All of those details influences a V.O's decision to reject. A decision is made on a case by case basis. If you can provide that information from your friend, then we will know what may have caused it. You must not generally speak because it can be misleading to others (no offense).

Misleading what ? What is the wrong information in that statement ?

as far as i know he had waited till the last day of deadline to submit the application

I had my first application rejected for PCC & they immediately processed the refund of my fees. They were returned to my bank account in about 2 weeks.

As per the rejection email, yes, its because of FBI PCC. And they referred to the Travel History form that I submitted a day before.

They refunded both of my fees because I had paid both up front. If you only paid one, you'll only get one refunded.

VO is claiming that I didn't provide a LOE and proof of submission for the PCC. How can I prove that I actually have submitted LOE?
