We are in canada too doing outland. Its my understanding that my husband has to go back to the dominican to send his passport to mexico and then land here at an airport (he is going to get his son as well)

I suppose you could flagpole but you still need to send your passport to designsted vo

People in Canada are given the option of submitting their passport to Ottawa. There is no need to return to your home country.

As far as I know, PPR states that those in Canada can send their passports to Ottawa, so I would assume that your dependent would be required to send it to the outland VO.

If you have a mailing address in Canada and if you and all the accompanying dependents on your application are currently in Canada and plan to be in Canada for at least three months, you may submit your passport(s) to the Case Processing Centre – Ottawa.
