I have a question, If I sent the copy of my expired health card, is there any problem? because I noticed when I sent it as one of my ID cards copy!

To my understanding
Health card and passport copy

Yeah that will do as well

4. Two (2) pieces of personal identification
Both pieces of identification should show your name and date of birth, one of which must have your photo on it.

Examples include:

  • a Canadian driver’s licence
  • a Canadian health insurance card
  • a copy of the biographical page of your passport/travel document, etc.
If there is information on both sides of your personal identification documents, provide a photocopy of both sides.

Heath card in SK don't have full dob ( just month and year )

So you are incorrect

I am not sure of the health card in SK. If it missing DOB then it may not work. On IRCC site under "gather documents" it clearly says both ID's must have DOB and at least one must have a photo. I simply quoted directly from IRCC site. The examples of ID's are what IRCC states and not me.

What about if I provide : my passport copy and my Draving license copy

Because in SK Heath card do not have day in dob it has only month and year

Example : 12/1980

But my dob is 12/1/1980

According to my understanding of the guide and as for the examples provided, it should work. I sent my Ontario health card as it has the full DOB. You are required to provide the passport bio page anyway. So make sure you include a second copy of it if you decide to do this.

3. Biographical page of passport(s)/travel document(s)
The biographical page means the page that has your name, photo, passport/travel document number, issue date and expiration date.

Provide photocopies of the biographical pages of all passports and/or travel documents (valid and cancelled) for the six (6) year period immediately before the date of your application, or since you became a permanent resident, whichever is more recent.

Also, provide photocopies of any renewal pages of the passport(s)/travel document(s).
