Last month, my PR application was rejected as it was considered "incomplete" because of choosing "Montreal, QC" as the city, province of destination. The thing is I am going to start a master's program at McGill University this fall, and that was the reason behind choosing QC as the province of destination (I wasn't aware its not under EE by then).
Today I am submitting a new PR application isA, I would like to have your opinion on the part of my LoE where I shed the light on my previous rejection.

It was considered "incomplete" because of that I have chosen "Montreal, QC" as the city and province of destination. I made a mistake being ignorant of the fact that Quebec is not under the EE immigration system. I only have chosen this city because I was applying for a master's program at McGill University there. Now that I am aware of it, I decided to live in Ontario – please see the next part of this LoE.
Explaining choosing "Alexandria, ON" as the town and province of destination, while studying at "McGill University, Montreal, QC":
After I have done my research and consulted people that are residents of Canada, I have chosen this city as it is the closest to Montreal with a train stop. The almost-one-hour-journey by train from "Alexandria, ON" to "Montreal Downtown, QC" makes it convenient for me to reside in Alexandria, without negatively impacting my studies at McGill. Adding to this, graduate students currently have discounted fares for transportation, which lessens the financial burden of staying in Alexandria.
Upon graduating my master's degree, my plan is to continue staying in Ontario as I have good command in English and can adapt and get well established there. Staying in Quebec is no option for me, as I have absolutely no knowledge of French (my master's program is taught in Englsih). This makes it very inconvenient for me to stay there after graduation as well as making it almost impossible to find a good job there."
