Expiring Passport + Changing Countries + No Police Certificate Yet

Hello,

I'm currently in the US, have submitted my express entry profile this week and expect an ITA in the next round.

I'm outlining my situation below and include questions in between.

I already have my Police certificate clearance from the Indian embassy and am waiting for the FBI report (submitted June 12th, expecting Sept 12th).
1) Can I go ahead and finish the FSW application without the FBI report and send it later once I receive it ?
2) I got my Indian police clearance in June. Will the officer still accept the certificate or will I need to get a more recent one ?

Also, my visa in the US end's soon and I will have to exit the country before Oct.
3) How will the change of country/address be looked on by the officer ? Can I send an update to my address afterwards ? How will it affect the stamping ?

My Passport expires in October. I'm thinking of getting it re-issued from the Indian Consulate in the US in August.
4) Can I update my application with the new passport ? Will there be any issues with the intermittent change in the passport ?

Any answers to the questions will be hugely appreciated.

1. Yes you only need the PCC's after you receive an ITA so your timeline looks fine
2. It's fine for now, if you are moving back to India then it could present a problem
3. Yes you can update, can't see a problem
4. Passport has to be valid for 6 months minimum, so you will just update after you get your new one. No issues UNLESS they ask for the passport to stamp before October, chances of that happening are pretty much zero though
