Highest Degree is enough?

Thank you for discussing this important point in detail. Although it is somewhat similar to what you have described. My scenario is that I am completing my PhD from Iran (and I will claim points for this degree ONLY) and I have my MBBS from Pakistan. So according to you I need to get ECA for Phd only. I am not sure how your suggestion is aligned with what CIC website is stating: (From:

Depending on your case, you may want to have both your secondary and post-secondary credentials assessed, and not just your highest completed foreign credential. You will not get any points for your foreign education under the CRS in Express Entry or be eligible under the FSWP if the result on your ECA report does not match at least one of the results in the conversion table.

Also, I read this link you shared (http://www.cic.gc.ca/ENGLISH/helpcentre/answer.asp?qnum=991&top=29) and this is more intuitive that highest degree should be counted for score assignment. This is all so confusing why cic has two contradictory statement?

Brother I totally agree with this situation they have made statements contradictory by itself.my wife got uk degree.I.e Msc they only evaluated the msc degree equivalency in 2014. although we sent them all the documents fsc matric bachelor's from pakistan .now they say ECA report must include all the credentials analysis of the program.I don't know what to do

Kindly anyone comment on this matter. I have very similar issue. My bachelors is from Pakistan and masters from Malaysia. From the previous discussion, it is pretty much clear that cic wants us to get ECA for the highest degree (in my case, Msc), but when I checked on WES website, they want following documents:

Clear, legible photocopies of all degree certificates and diplomas issued by the institution attended
e.g. Bachelor, Master,Ph.D.

AND

Academic transcripts for all post-secondary programs of study

What should I sent them? just MSc degree and transcript? without involving HEC? OR first I get my HSC's degree + mark-sheet attestation from Inter board, then BSc degree + mark-sheet from KU and send these to WES and from Malaysia i ask them to send my MSc docs to send to WES?

Anyone who sailed the same boat? Please help me.

Oh! They means CIC or WES?
