I suggest that you submit a case specific form stating that before they access your case. If they contact you by themselves, your rising a 5 year ban based on misrepresentation.

Someone told me not to worry as it happened 17 yrs ago n will not affect the decision even if IRCC discovered about it. So i m in dilemma.

It doesn't matter how long ago the refusal was. Expect that IRCC will find out about it and will refuse your app for misrepresentation.
