I apologize brother as i can not agree with you. If he has got PPR before getting Baby's medical request, he will have to wait for baby's PPR. In their PPR email, they actually indicated other baby's or dependents (if any) whose medical exam has been done together with parents. New born baby's account will be dealt separately.
However, he can raise a CSE asking CIC to be clear about the issue. Sending baby's PP separately later will cost him more undoubtedly. So better let him send a CSE and wait for their reply to act.

Its ok to disagree. Because, with fruitful debate, we may come to clear picture. But, I have comment as per the below reasons:
1. We have receive individual MR letter for me, my spouse and for my daughter ( he has also received the same for his baby)
2. Later on, I have received PPR addressing only me and the same PPR letter asked me to send my Passport, spouse passport and all other dependents (just like him)
Upon the above situation, I advise to deposit all the passport. But, in any case, anyone can raise CSE to certify any confusion. (hope SGVO will reply within the time frame!!!)
