No, not really. Being on one income is extremely difficult. There are pros and cons to both. If you are in a situation where you would rather be together and the applicant is eligible for a visitor visa, then why wouldn't you do it? Unless you thought it was better to remain apart and the applicant could remain employed in their home country. It's really a personal decision, but it doesn't mean the process isn't any more or less difficult for Inlanders on OWP, outland on visitor status, outland apart. It's all extremely difficult. Furthermore, my husband has lived in Canada for the better part of a decade on work permits. Then he applied for a visitor visa before we even submitted our application. Why would he return home to submit an outland application? Makes no sense. Additionally, maybe they do prioritize outland applications where the Sponsor and PA are apart. You don't know that. Every case is different - we're not "piling up the outland stream" - we are just as eligible and entitled to apply in this stream as anyone else.
