Before the Express Entry was introduced, i.e. before this CRS based draws, the applications were processed on a first-come-first-serve basis.
What do I imply?? I wanted to say that CRS doesn't matter, actually. If you are eligible, you will receive an ITA.
If you look at the CRS cut-off trends for the past two years, it will tell you that the total number of active profiles in the pool are decreasing.
A day will come when (maybe in 3-5 years from now) everyone in the pool will get an ITA in every draw, and IRCC's target would still remain un-achieved.

can anyone tell me how we know that the EE profile is active ??? someone told me that there is a green icon adjescent to the submitted profile .. is there anything of that sort because i cant see anything in my profile page..

Guys just to be clear, since the changes not everyone at the cut off point will be invited? for example if the CRS cut off is 409 with 3000 invitations sent out.
A- if I am at 410, i am guaranteed an ITA (Just because I am above the cut off)
B- If i am at 409 but ranked at 3001 i will not get an ITA

Correct. And ranked means, the older your profile, the better your ranking. This only affects candidates whose CRS is exactly at the cut-off.

No more negative predictions.. can anyone tell me do they do draw usually before or after maintenance??? Any experience???

The scheduled maintenance happening on Tuesday is a clear indication that the draw is happening on Wednesday (June 28th). It has always been the case. You can check previous ray of hope threads and see the same situation. So yes the draw is happening on JUNE 28!

After July 10, you would still be @ CRS 400. So I guess you are safe to wait.

This is wrong. There has always been a draw on the Wednesday after the Tuesday maintenance.
The maintenance happening on Tuesday is not a huge deployment of changes like what happened on June 6th.
