Need Urgent Help - After ITA Visa Officer has requested additional employment information

Hi,

I filed for a PR under CIC and was successfully nominated by Ontario under PNP which I have accepted.
Post that I received my ITA for which I filed my application in Dec, 2016. Now I have received a letter from the Visa Officer stating the following :

"I am now completing the assessment of your application for a permanent resident visa. It appears that you may not meet the requirements for immigration to Canada.
You have not met the following condition:

Provided sufficient evidence to support your employment with <XYZ>. As a result I am not satisfied that you worked for this employer and more specifically preformed a majority of the main duties under National Occupational Classification (NOC) 2171Information Systems Analyst and Consultants.

Before I make a final decision, you may submit additional information relating to this issue.
You have 30 days from the date of this letter to submit additional information to me via your MyCIC account."


I had submitted an electronically generated reference letter on company letterhead which had the following information listed :

Date of Joining, Latest Designation, work hours per week.

Roles and responsibilities mentioned were :

1. Key Member of the Mobilization Team and Client Application Readiness Team; responsible for liaising with the client to identify and document delivery requirements.

2. Take knowledge transfers and conduct training to upgrade team skill-set as per project requirements.

3. Provide advice on information systems and service delivery best practices and prepare the checklist.

4. Review and assess client requirements and raise physical and technical security risks throughout the project lifecycle. Discuss with stakeholders and document solutions in Risk Tracker.

5. Develop, integrate and implemet desktop transformation business solutions using different technical tools and skills. Use ITIL best practices to deliver semaless IT service solutions.

6. Lead the Peer Review and UAT support teams - responsible for quality assurance of the solution delivered and support clients in conducting UAT (User Acceptance Testing).

7. Supervise day to day activities of associate engineers to deliver solutions as per deadlines and delivery schedules and assist in delivery of complex applications. Implement policies and procedures throughout the software development lifecycle to maximize the efficiency and effectiveness of team and overall quality of software products.

8. Create daily and weekly reports to share with client and senior management to measure the productivity of resources as per agreed timelines and overall quality of software products.

9. Identify workflow and system improvements and work with team to develop and implement automation solutions using Dot Net, VBScript, JScript and PowerShell.

I had been employed with the same company for 5 years till 4th May, 2016 and I joined the current company on 6th May 2016. Since I was claiming points for only the first employer I had submitted reference letter for the same and to support current employment an offer letter.

I have no clue what went wrong and how to go about it.

I submitted the above roles at the NOC site and they have confirmed in email that my role falls under NOC code 2171.

What I am thinking now is to create a new reference letter detailing roles and responsibilities for each designation i served in those 5 years and ask my supervisor in the previous company to send an email to me from her official email id, since we cannot get it on a company letter head. The company provides the same electronically generated letter that i previously submitted. I will take a printout of the email and get it attested from the same supervisor and then get it notarized. I will also attach the copy of company issued photo ID card of the supervisor.

Please guide me how to go about it and should I mention the same roles and responsibilities as listed above or can I redefine them again.

Any help is highly appreciated.

Did you write all the main duties as described in the NOC 2171 in your reference? Did you mention full-time permanent employment in your letter along with your salary and benefits? Did you describe the different positions you had held in the company and chose the correct NOC's for all the roles?

Did you send T4, NOA which are required or only employer letter? You can attach pay stubs or job offer letter (which was given when you started your position).

My company gives an electronically generated reference letter with only responsibilities mentioned for the last role held at the company. No salary and benefits are mentioned.

I am planning to submit a new reference letter.
Can I ask my supervisor in that company to send the reference letter from her official email -id enlisting duties, salary, benefits and work hours per week for each position that I held during my employment there. Then I will take a print out of the email , get it attested from her, attach her company id card with it and get them notarized.
Should I use the responsibilities listed exactly in my previous reference letter or should i ask my supervisor to rephrase them?

I am also planning to attach the mail from the NOC office confirming my NOC code to be 2171 for the responsibilities listed in my previous reference letter. Besides I will also submit a detailed explanation letter informing that the previous letter is an electronically generated one and the company does not allow to change the format.
Is this the right approach?

Are you under the federal skilled worker or the canadian experience class stream? As far as i know t4 is required only for cec... oh i think you meant CEC in your initial post not cic.

Also, does your former work have a website ? Is it a very small company ? Do you have a linkdin page that shows your link with your former employer ?

I personally feel that except point 3 and 4 (only to an extent), they don't align much with the lead statement of 2171. 5,6 and 9 seem like programmer responsibilities.

This is noc lead statement..

Information systems analysts and consultants analyze systems requirements, develop and implement information systems development plans, policies and procedures, and provide advice on a wide range of information systems issues.

Make sure your letter revolve around this and aligned responsibilities provided in the noc duties. Write a nice explanation for providing new letter. If possible get some other artifacts from your project in addition to supervisor email that will prove that you worked in that role.

The officer isn't questioning your employment legitimacy, so adding tax returns won't make much difference at this point.

Monicana, are you speaking about work experience in Canada or foreign work experience? To proof Canadian work experience employer letter is not enough as it is stated at required document. Employer letter alone is enough only to proof foreign work experience. ( but it is still suggested to upload more documents which proof your employment.
Probably @DEEPCUR view is right, and you should fix only the employer letter and nothing to do with addition documents.

I dont think t4 is a requirement for CEC. You may choose to submit t4 if you wish but it definitely is not a requirement for CEC

I agree with the comments about the JD - they hardly seem to match 2171 - and I don't know how the NOC guys confirmed that on email. They never advise the NOC and it is your responsibility to ensure choosing the correct one. A revised JD is what is needed along with a valid LOE as to why it has changed now. Or choosing another NOC if appropriate.
