My ICT work permit expires by Oct 31 2017, not sure yet if my company is going to process extension, If I should apply for Open work permit When should I start the application and would it affect ICT extension.

You can apply for the BOWP within 4 months of the expiry of the current work permit (e.g. no sooner than July 31.) If you apply for both, the BOWP will be cancelled (the ICT is more restrictive and will take precedence).
