Spouse dependant visa

i have provincial nominee invitations letter for masters stream. Currently i am on open work permit and want to apply for dependant visa for my wife but the thing is I don't have job at the moment and I can't wait too long to apply for PR. So if i apply for my our PR process can i also apply for dependant visa once i get job? I heard from somewhere that if you have already applied for PR chances of getting dependant visa are very less is it true??
