Actually London and Manila Visa offices are the fastest. They will provide Visa within 6 months after AOR.
His timeline is not like you. Rather like me.
He got the AOR on 11th January, and I got it on 17th January.

11/18/2016 - Nomination (It took me 2 mons before application to CIC cause i need to take the IELTS and secure Police Clearance)
1/08/2017- CIC Application
1/16/17 - Received by CIC
1/24/17 - Link application to mycic account
3/15/17 - On Ecas (We started processing your application)
3/27/17 - AOR (Request to pay processing fee - The credit card i submitted declined)
3/28/17 - Paid Processing Fee
4/3/17 - Confirmation of Application
5/5/17 - MR and RPRF
5/9/17 - RPRF Paid
5/11/17 - Medical Done
5/12/17 - Medical Submitted
5/13/17 - Medical Passed
