I think university lecturers/teachers like me are leas likely to receive noi as compared to professionals such as IT specialists or engineers.
I strongly feel that certain professions are given preference over others but most people on this forum insist that anybody with CRS 400 and above who recreates a profile will get NOI from Ontario.

Sorry for asking this question. What is NOI? My score is 476 and I have applied under Canadian Express Category. Will I get NOI or directly ITA?

My friend got an NOI from Ontario. His NOC is 1111, CRS Scores 414, profile created on 8th May.

I suggested him to wait for a month or so before applying for PN. I think this may be a sign that there are not enough applicants above 420.

NOI is short for Notification of Interest from a Canadian province (in this case Ontario). With your score you've an excellent chance of getting an ITA in the very next draw. Good luck.

Got my IELTS today, I really hope WES sends me my ECA report soon so I may get in before the next draw. At 434 CRS I am right at the border :p

Congrats! Could you please give some tips or books on how to get the score like you have? Mine will on the 3rd of June, hope will be ready to score CLB9 in all 4 sections...

I personally feel you are right. I also think they are being selective.

Ahmed Hussain answered a question regarding nominations few days ago:

He said although provinces have a right to look at Experience, Language Skills, CRS scores and NOC codes but they can't see the Name of Candidate, Nationality, and some other personal information. This is required by Immigration law (something called blind____) to avoid biasness and moral corruption.

Then someone from Ontario clarified thing related to new profiles.

They argued that Ontario have access to all active profiles regardless of date it was created. However, we requires applicants to create new profiles so that we can reduce the sample size to few thousands instead of whole sample. In second phase they select applicants above 400 and finally with NOC they need. So at the end they review couple of hundred profiles and then issue NOI. They do look at Experience, Qualifications, and Language Skills before inviting unlike ITA which is more fair to all.

I hope this will help you understand why some applicants receive NOI while others don't.

Reference: I can't recall the exact date but I saw it in Canadian Media. It was just a couple of days back.

They are very vague about their selection criteria.

On their website they say, "Ontario’s Express Entry Human Capital Priorities Stream enables the Ontario Immigrant Nominee Program (OINP) to nominate individuals that have qualified for Immigration, Refugees and Citizenship Canada’s (IRCC) Express Entry pool and who have the required education, skilled work experience, language ability, and other characteristics to help them successfully establish and integrate into Ontario’s labour market and communities."
