Dear Legal Falcon,
I have submitted my Application on the 20th of April. However, I've been going through sleepless nights since then....I'm really worried about the Pakistan PCC that I have sent in because of the stories that I'm reading up about PCC rejections on this forum after application.
BACKGROUND:
My hubby and I are currently both living and working in Kuwait and we got our Kuwait PCCs which I uploaded. My husband travels to Pakistan every month over the weekends or for short trips (maximum 4 day trips) to meet his mother who is old and take care of her bills, payments, doctors appointments etc..
On his last trip (March 13th, 2017) He got us both our PCCs from Karachi, Pakistan which states that we stayed in our house in XXXX Area Karachi, Pakistan from September 1988 to date. The 1988 date was to cover me from the time I turned 18. His dates were similar in order to cover his age from 18 onwards; however, this information is actually not correct as I married him when I was 25 and was staying with my parents in another area YYYY in Karachi and he was living and staying with his parents in another area BBBBB in Karachi. The PCCs are dated 13th March, 2017 and my husband returned to Kuwait with them on 15th March, 2017 . I uploaded those PCCs in addition to the Kuwait ones that we received from over here.
In my LOE I explained to the case officer that our District Police Officer refused to add additional addresses in our PCC that we have stayed at since age 18 and that despite several requests to the Police Office; the Officer In Charge informed us said that they will write the "official" residential address as given in our National Identity Card registered with the National Registration Database. (this in our case is the one written in in the PCC i.e. Area XXXX Karachi. Furthermore, the officer informed us that they only issue a PCC after they have verified from all Police stations in the Karachi City Areas/Limits about an individual.
After reading about rejections on PCCs I would appreciate it if you could guide me on the following:
1. Are the PCCs going to be rejected because they were issued before he travelled back with them i.e. issued 13th March and he came back with them on 15th March? I understand that PCC should be dated after you left the country - But for us this will always be the case as he travels EVERY month and his next trip is scheduled at the end of April and as a family we will travel back to Pakistan for the Summer Holidays in June for two weeks....so what is the solution for this kind of situation? Is the date of issuance supposed to be after you left the country to RESIDE in another Country or is it after you VISIT your Home country even if its for a short visit?
This is not to worry about as long as when you file your application, your PCC should be less than 6 months old. There is no requirement of when it was issues, before or after you left the country. If you have changed your country of residence, and visa there countries, and if your stay is less than six months, there is no need to have PCC for them.
2. We last lived in Karachi in 2008 after which we moved to work in Kuwait. I have provide copies of our Kuwait work permits to show that we travelled to Kuwait on work Visa in 2008. My question is should our PCC read from xx/200x up TODATE or should it read xx/200x up to MAY 2008 (date we left Pakistan to travel to Kuwait for work) ?
As discussed above, not an issue at all. When you apply for a PCC from any country, they will issue it to the current date, as in as of the day you request for one. PCCs are not time specific.
3. Do we HAVE to get PCCs covering all addresses and time periods from 18 onwards? or is my explanation good enough in the LOE? Will IRCC accept my PCCs?
This is country specific. Some countries, like the US, issue FBI PCC which takes care of the entire country. However, for other countries the PCC are issued state specific, or area specific. This is something you will have to find out based on your country of residence, Pakistan. If they issue the PCC for the entire country, you are covered. If it is state/province specific, then you will have to get from all states/provinces you lived in.
4. If I do manage to get a new PCC with different addresses ( I am still writing to higher authorities and trying to obtain a different one) how can I submit them - should I raise a CSE and can I attach them with that CSE? Does anyone have any experience of doing so?
Whenever you get additional documents, you can supplement them. amend old documents, or request to replace documents in your file. Just make sure that the documents you submit later do not conflict with the information provided earlier. If there is an information conflict, why there is.
Apologies for the long post but I'm hoping you can help out as I don't want to get a rejection because of this PCC issue.
Thank you very much.
