I am curious if that rule also applies for dependent (spouse of the primary applicant)?
Does he/she can have a lower score in some abilities (let's say 5)?
Do you recommend submitting his IELTS test even though for instance some abilities are 4-5, some 7?
No, there is no minimum requirement for the spouse's score. In fact, it is only optional. However, since you have it and with this score, you will get CRS points for your spouse's IELTS and you should definitely submit it. Good luck!
