"Libreta Militar" Requirement for Colombian Citizen seeking PR through inland common-law pathway

Hey, hope all's well.

My partner would like to sponsor my Canadian PR through the common-law pathway, however there's a country-specific requirement asking for "Libreta Militar" (a military ID issued to Colombians registered with the military). I've never lived in Colombia (raised & resided in different countries) and never got one issued. Has anyone had any exceptions to this requirement? I'm in Canada at the moment and I'm unable to fly to Colombia and get it issued.

You can submit with a written explanation of the above and hope they don't ask for it. You should make plans/look into how to get it (even try and get it while it's with IRCC).

Where did you read that it's a mandatory requirement? Similar case here: male Colombian citizen, I left the country when I was 1 year old and never got the libreta militar. I'm currently applying for PR through non-EE stream and I haven't submitted or been requested my libreta militar. I believe they may ask for it if you actually had any participation with the military, which I would believe is not your case.

It's in the country-specific requirements:

• Military service document:All male holders of Colombian passports who are 18 years old and older and who are included in the application must submit copies of
  • “Libreta Militar”
  • “Hoja de Vida Militar” (if this applies)

The underlining above is mine for emphasis. Now that page is a bit ambiguous in that it says 'other countries you resided in' AND if you select Colombia (even if not lived there at all or recently), it does say 'all male holders of Colombian passports.'

Unfortuantely I haven't seen many Colombian citizens mention what's happened in cases where they cannot get the Libreta and have explained to IRCC.
