Outland or Inland with ETA for UK Citizen

Hello,

So, I wish to sponsor my wife for her PR in Canada. She currently resides with me in Canada with an ETA (Electronic Travel Authorization) as she is a British Citizen and does not require any Visa.

My question is, in the document checklist, it gives 3 options:
1 - Lives in Canada, Spouse Common Law Class
2 - Lives in Canada, Family Class
3 - Lives outside Canada, Family Class

I am confused between the 2nd and 3rd option, and whether the proofs I have to submit would differ between the two. She intends to travel to the UK in June, so we definitely cannot do Spouse Class. Because the checklist requires different proofs for those living inside Canada, but all my proofs are for as if she is living outside Canada (pictures, flight tickets, texts, visa stamps).

Since she is going back to UK in June, choose option number 3.

I disagree - she's in Canada now. This is the outland-in-Canada. Difference? She can apply for work permit when AOR is received, which could be useful if she decides to return to Canada after June trip. If she doesn't, no penalty for not returning, but in Canada now fits the facts better.

That said, not a big difference. But why confuse things if it fits facts?

We both agree though - main thing is not 1, the so-called 'inland.'

If I choose inside Canada Family Class (2), I would assume that all of that would be done within Canada. If I do choose within Canada Family Class (2), which proofs do I have to give? Since, I don't have any proof for her living in Canada at the moment, no joint bank account, bills, or anything. All my proofs are those required for those outside Canada (pictures, texts, flight tickets, and so on).

-Biometrics and medical can be done anywhere in the world (although I admit I'm ignorant personally about where fingerprints are done in Canada, I just know they can be). This is regardless of what type you choose.
-With the class 2 or 3 (in your numbering), she just attests to where she lives. The proof needed is for background checks and relationship proof. Since it's not technically required for spouses to be living together in the family class, 'proof' is not critical. Can include info / letter of explanation about situation and the evidence she may have.
