What I have observed is still speculation on my end. I found that every month since January 2025, they have only completed the evaluation of 20 days from May 2024. I think they are targeting to complete the review of only 10 days per Month in which files were submitted. So, I feel this month will be for files submitted between 21st May and 31st May 2024.
I hope you are right about this:)

This is probably one of the smartest and most rational conclusions.

Applying for spousal sponsorship: My spouse is in Canada on a PGWP valid till July 2026. Considering inland processing time (28 months) vs. outland (faster).

Can we apply for an OWP with an outland application while he remains in Canada?

If outland is approved, would he receive PPR or eCOPR directly (since he’s physically here)?

Thanks for any insights.

How could you apply as a Outland while you are living inside Canada ?
That’s like a fraudulent activity to me and I think ircc will not treat them differently as well .
I understand that inland processing time is 28 months but it might go down slowly in future and they are usually clearing up within a year .
So in my point of view you can apply as an inland applicant and hope for the best. Rest is all up to you and good luck
It's VERY common for people who live in Canada to apply via the "outland" process.
It's been years for people to do that.
Specially now both outland and inland PAs can apply for OWP once they are inside Canada.
It's a better option for couples if they do not live in the same place or have to travel outside of Canada frequently.

It looks like my theory is on the right side. There might be a few exceptions here and there, but hang tight. Hopefully, those waiting will receive P1 at least for an application submitted in May 2024 by the end of this month.

I noticed that background verification status for my wife has been updated to Completed in the tracker, and I can now see a COPR number. However, on GCKey, the status still says: 'We are processing your background check. We will send you a message if we need more information.' Under Final Decision The final decision date is showing as today's date, with the status: 'Your application is in progress. We will send you a message once the final decision has been made.'
Application submitted on May 21st. Wishing everyone the best for their updates soon :)
